Statement by Eutelsat IGO (European Telecommunications Satellite Organization) on Deliberate Jamming From Iranian Territory

Statement made by the executive secretary of Eutelsat IGO (European Telecommunications Satellite Organization) during the 49th session of the legal subcommittee of the united nations committee on the peaceful uses of outer space regarding deliberate repeated jamming originating from the iranian territory

During the 49th session of the Legal Subcommittee of the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS) which ends today in Vienna, the Executive Secretary of the European Telecommunications Satellite Organization EUTELSAT IGO, Mr. Christian Roisse, urged the Islamic Republic of Iran to cease deliberate repeated jamming which has seriously affected frequencies of the international organisation and reception of a number of radio and TV channels broadcast through satellites operated by Eutelsat S.A. in the Middle East, Europe and North Africa.

In his statement, the Executive Secretary of EUTELSAT IGO referred to the decision on interference taken on 26 March 2010 by the Radio Regulations Board of the International Telecommunication Union (ITU), at the request of the organisation and with the support of a large number of its 49 Member states. In this decision, it is specified that the interference appears to originate from Iranian territory (according to the evidence enclosed in the technical documentation provided by the French administration) and consists of signals which are forbidden according to ITU regulations.

The Executive Secretary of EUTELSAT IGO concluded his intervention by stating that the current situation is unacceptable with regard to the Radio Regulations of the ITU and to the principals contained in the United Nations Treaty of 1967 on Outer Space.

The European Telecommunications Satellites Organization EUTELSAT IGO is an Intergovernmental Organisation established by an International Treaty. After a period (1985-2001) during which the organisation had operational activities in outer space to the level where if became one of the first world satellite operator, the organisation was transformed and its operational activities, assets and related liabilities were transferred to the company Eutelsat S.A., operating under French law.

Since 2001, EUTELSAT IGO, comprising 49 Member States, has a twofold role in maintaining the rights to use radiofrequencies and orbital locations which were assigned collectively to the Member States by the ITU before restructuring and monitors the operations of the Company Eutelsat S.A. in particular to ensure that the Basic Principles defined in the Treaty are observed.
